Держаудитори Харківщини дослідять бюджет Височанської громади

Вперше за воєнних часів Держаудитслужба проводить фінансовий аудит місцевого бюджету в Харківській області.

Північно-східний офіс Держаудитслужби повідомляє, що розпочато проведення державного фінансового аудиту бюджету Височанської територіальної громади Харківської області. Адже нещодавно у державі було скасовано тимчасову заборону на перевірки виконання місцевих бюджетів.

Планується дослідити період діяльності з липня 2020 по грудень 2022 року. Орієнтовний термін завершення аудиту – квітень 2023 року.

Під час проведення аудиту планується провести аналіз та перевірку обґрунтованості планування надходжень та витрат бюджету. Стану виконання бюджетних коштів, зокрема, шляхом проведення оцінки законності та ефективності управління бюджетними коштами, досягнення їх економії і цільового використання, правильності ведення бухгалтерського обліку, достовірності фінансової та бюджетної звітності.

Держаудиторами плануються охопити контролем 231 млн грн ризикових фінансових ресурсів та перевірити інформацію отриману від громадян за їхніми письмовими зверненнями.

Багатомільярдні порушення виявлено держаудиторами в 2022 році на Харківщині

Виявлено фінансові порушення майже 181 млрд грн, за матеріалами ревізій розпочато 3 кримінальних провадження та 19 посадовців притягнуто до відповідальності за вчинені порушення законодавства.

Державний фінансовий контроль на Харківщині в 2022 році проходив під звуки вибухів від ракетник та артилерійських обстрілів. Розпочаті з початку року великі ревізій та аудити у лютому довелось зупинити.

Після стабілізації ситуації у міста Харків, держаудитори продовжили проведення заходів державного фінансового контролю.

За результатами проведених у 2022 році 10 ревізій, фахівцями Північно-східного офісу Держаудитслужби виявлено фінансових порушень на 181 млрд грн, з них, що призвели до втрат, на загальну суму понад 25 млрд гривень. Забезпечено відшкодування втрат фінансових і матеріальних ресурсів на загальну суму близько 3 млн гривень.

Виявлено фактів неефективних управлінських рішень та ризикових операцій, що призвели або можуть призвести до втрат фінансових і матеріальних ресурсів на суму 12 млрд грн, здебільшого це порушення виявлені під час проведення контрольних заходів на підприємствах газовидобувної галузі.

На розгляд правоохоронним органам передано матеріали 12-ти ревізій, за результатами розгляду яких, правоохоронними органами розпочато 3 досудових розслідування та матеріали 3-х ревізій долучено до вже відкритих кримінальних проваджень.

За недотримання фінансового законодавства до адміністративної відповідальності притягнуто 14 посадових осіб, до дисциплінарної відповідальності – 5 осіб, із займаних посад звільнено 2 посадовців.

The reason for this Book

1. I gave a lecture on the life of Thanksgiving at a graduation Ceremony in 2021, which was held at Lofa County, in the Republic of Liberia.

2. I gave another lecture at Winners Chapel International New London Bo, on Friday 16th May 2019 and its topic was ‘ The Power of thanksgiving and always give thanks for all things ‘ (Eph. 5:20)

3. Also, a third lecture - on our Word of Faith Bible Institute Program, on 15th October 2020 mainly on the Life of Thanksgiving, and a part on the Life of Submission and Hope.

GOD gave me time during my trip to Liberia last year so I combined the three lectures, with many additions in one book on the ‘thanksgiving is a price to paid for life and living’ which is now on your hands published as book with contemplations on the prayer of Thanksgiving which was given by the word of God in the Bible. На Харківщини держаудитори виявили порушення у закупівлях на суму майже 5 млрд гривень.

Держаудитори Харківщини, незважаючи на початок 24 лютого повномасштабної війни та активних бойових дій на території міста Харкова, продовжили виконувати свої завдання та не зупинили проведення моніторингів та перевірок публічних закупівель.

Фахівцями Північно-східного офісу Держаудитслужби постійно проводиться аналіз процедур публічних закупівель (оприлюднених на веб-порталі prozorro.gov.ua) та виявляються ознаки порушень законодавства.

За результатами 707 моніторингів (перевірка процедури закупівлі проводиться дистанційно) публічних закупівель, загальним обсягом 9,2 млрд грн, встановлено порушення у сфері закупівель, по закупівлях на суму понад 4,7 млрд гривень.

За результатами проведених моніторингів, по 94 процедурам закупівель, держаудиторами попереджено, незаконні витрати бюджетних коштів на загальну суму понад 700 млн гривень.

За результатом складених аудиторами висновків про результати моніторингу процедур закупівель, замовниками здійснено відміну результатів 33 торгів на суму 274 млн грн та розірвано 61 укладених з порушенням договорів на суму понад 426 млн гривень.

Також, у результаті проведених держаудиторами Харківщини 27 перевірок закупівель (фактична перевірка за місцем знаходження замовника) загальною вартістю 122 млн грн, виявлено порушень законодавства у сфері закупівель по 13 процедурах на суму майже 16 млн гривень. Зазначений показник виявлених порушень перевищив показник 2021 року на 831 %.

Так, під час одної з перевірок закупівель держаудитори виявили, що посадові особи КП «Богодухівжитло» за рахунок коштів місцевого бюджету здійснили оплату у розмірі 740 тис. грн. за 200 тон асфальтобетонної суміші, які фактично на момент проведення перевірки не були поставлені підприємству.

Як підсумок, також необхідно зазначити, що вжитими держаудиторами Харківщини заходами, підконтрольними установами усунуто порушень законодавства у сфері закупівель на суму майже 26 млн грн, що в 25 разів перевищує, показник 2021 року.
