ਨਸ਼ੇ ਇੱਕ ਭੈੜੀ ਅਲਾਮਤ ਹਨ‌। ਇਨ੍ਹਾਂ ਤੋਂ ਬਚਣਾ ਅਤੇ ਤਿਆਗ ਕਰਨਾ ਔਖਾ ਜ਼ਰੂਰ ਹੈ ਪਰ ਅਸੰਭਵ ਨਹੀਂ। ਕਿਹਾ ਜਾਂਦਾ ਹੈ ਕਿ ਸਰਕਾਰ ਵੱਲੋਂ ਬਹੁਤ ਰੋਕਥਾਮ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ ਪਰ ਇਹ ਸਭ ਗੱਲਾਂ ਹੀ ਹਨ। ਜੋ ਸ਼ਾਇਦ ਕਦੇ ਵੀ ਸੱਚ ਦਾ ਰੂਪ ਧਾਰਨ ਨਹੀਂ ਕਰਨਗੀਆਂ। ਸਰਕਾਰ ਵੱਲੋਂ ਸਿਹਤ ਵਿਭਾਗ ਸ਼ੁਰੂ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ। ਪਰ ਉਨ੍ਹਾਂ ਵਿਭਾਗਾਂ ਵਿੱਚ ਅਸਲ ਵਿੱਚ ਕੀ ਹੁੰਦਾ ਹੈ, ਇਸ ਤੋਂ ਕਈ ਲੋਕ ਵਾਂਝੇ ਨਹੀਂ ਹਨ ਅਤੇ ਬਹੁਤਿਆਂ ਨੂੰ ਜਾਣੂ ਕਰਵਾਉਣਾ ਬਾਕੀ ਹੈ। ਦਾਖ਼ਲ ਕੀਤੇ ਨਸ਼ੇੜੀਆਂ ਦੀ ਸਿਹਤ ਸਥਿਤੀ ਜਾਣ ਕੇ ਉਨ੍ਹਾਂ ਨੂੰ ਗੋਲੀਆਂ ਦਿੱਤੀਆਂ ਜਾਂਦੀਆਂ ਹਨ, ਜੋ ਉਹਨਾਂ ਦਾ ਨਸ਼ਾ ਛਡਾਉਣ ਵਿੱਚ ਮਦਦ ਕਰਨ ਦੀ ਬਜਾਏ ੳਹਨਾਂ ਨੂੰ ਨਸ਼ੇ ਤੇ ਲਗਾਉਂਦੀਆਂ ਹਨ। ਇਹ ਹੀ ਹੈ ਸਰਕਾਰ ਵੱਲੋਂ ਰੋਕਥਾਮ। ਜੇਕਰ ਸਰਕਾਰ ਵੱਲੋਂ ਸਖ਼ਤਾਈ ਹੁੰਦੀ ਤਾਂ ਕਿਸ ਦੀ ਇੰਨੀ ਹਿੰਮਤ ਹੁੰਦੀ ਕਿ ਉਹ ਬਾਡਰ ਤੋਂ ਪਾਰ ਨਸ਼ੇ ਭੇਜ ਸਕਦਾ।

ਸਮਾਜ ਵਲੋਂ ਰੋਕਥਾਮ-

ਬੱਚਿਆਂ ਨੂੰ ਨਸ਼ਿਆ ਤੋਂ ਦੂਰ ਰਹਿਣ ਲਈ ਪ੍ਰੇਰਿਤ ਕਰਨ ਵਿੱਚ ਮਾਤਾ-ਪਿਤਾ ਅਤੇ ਅਧਿਆਪਕ ਵਰਗ ਦੀ ਅਹਿਮ ਭੂਮਿਕਾ ਹੁੰਦੀ ਹੈ। ਜਿੱਥੇ ਰਾਜਨੀਤਿਕ ਪਾਰਟੀਆਂ ਨਸ਼ੇ ਨੂੰ ਵਧਾਵਾ ਦਿੰਦੀਆਂ ਹਨ, ਉੱਥੇ ਸਾਡਾ ਸਮਾਜ ਇਸ ਦੀ ਰੋਕਥਾਮ ਲਈ ਅਨੇਕਾਂ ਉਪਰਾਲੇ ਕਰਦਾ ਹੈ। ਦੇਸ਼ ਦੀ ਜਵਾਨੀ ਨੂੰ ਨਸ਼ਿਆਂ ਤੋਂ ਬਚਾਉਣ ਲਈ ਸਕੂਲਾਂ-ਕਾਲਜਾਂ ਵਿੱਚ ਇੱਕ ਸਾਫ਼-ਸੂਥਰਾ ਵਾਤਾਵਰਨ ਪੈਦਾ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ। ਪੜ੍ਹ-ਲਿਖ ਕੇ ਨੌਜਵਾਨਾਂ ਨੂੰ ਜੇਕਰ ਸਮੇਂ ਸਿਰ ਰੋਜ਼ਗਾਰ ਪ੍ਰਾਪਤ ਹੋ ਜਾਵੇ ਤਾਂ ਉਹਨਾਂ ਨੂੰ ਨਸ਼ਿਆਂ ਦੇ ਬਾਰੇ ਸੋਚਣ ਦਾ ਸਮਾਂ ਹੀ ਨਹੀਂ ਮਿਲੇਗਾ। ਸਮਾਜ ਦੇ ਹਿੱਤ ਲਈ ਬਣੇ ਕੇਂਦਰ ਨਸ਼ੇ ਦੇ ਮਾਰੂ ਪ੍ਰਭਾਵਾਂ ਤੋਂ ਲੋਕਾਂ ਨੂੰ ਜਾਣੂ ਕਰਵਾਉਂਦੇ ਹਨ। ਸਮੇਂ-ਸਮੇਂ 'ਤੇ ਵਿਦਿਆਰਥੀਆਂ ਲਈ ਸੈਮੀਨਾਰ ਲਗਵਾਉਣੇ ਜ਼ਰੂਰੀ ਹਨ।

ਸਾਹਿਤ ਅਤੇ ਲੋਕ-ਸਾਹਿਤ ਵਲੋਂ ਰੋਕਥਾਮ-

ਨਸ਼ੇਂ ਦੀ ਰੋਕਥਾਮ ਲਈ ਸਾਹਿਤ ਅਤੇ ਲੋਕ-ਸਾਹਿਤ ਇੱਕ ਅਹਿਮ ਭੂਮਿਕਾ ਨਿਭਾਉਂਦੇ ਹਨ। ਬਹੁਤ ਸਮੇਂ ਪਹਿਲਾਂ ਤੋਂ ਸਾਡੇ ਦੇਸ਼ ਦੇ ਲੇਖਕ ਨਸ਼ਿਆਂ ਦੀ ਰੋਕ ਲਈ ਬਹੁਤ ਜ਼ੋਰ ਲਗਾ ਰਹੇ ਹਨ। ਉਹ ਆਪਣੀ ਕਲਮ ਦੀ ਅਵਾਜ਼ ਵਿੱਚ ਨਸ਼ਿਆਂ ਨੂੰ ਭੰਡਕੇ ਨਸ਼ਿਆਂ ਖ਼ਿਲਾਫ਼ ਸਖ਼ਤ ਕਾਨੂੰਨ ਬਣਾਉਣ ਲਈ ਸਰਕਾਰ ਨੂੰ ਬੇਨਤੀ ਕਰਦੇ ਹਨ। ਨੁੱਕੜ ਨਾਟਕ ਵੀ ਇਸ ਮੁੱਦੇ ਨੂੰ ਮੁੱਖ ਰੱਖ ਕੇ ਖੇਡੇ ਜਾਂਦੇ ਹਨ। ਸਟੇਜ 'ਤੇ ਅੱਜ ਕੱਲ੍ਹ ਕਈ ਪ੍ਰੋਗਰਾਮ ਪੇਸ਼ ਕੀਤੇ ਜਾਂਦੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਤੋਂ ਇਸ ਤਰ੍ਹਾਂ ਦੀਆਂ ਸਿੱਖਿਆਵਾਂ ਮਿਲਦੀਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਨਸ਼ੇੜੀਆਂ ਦੇ ਪਰਿਵਾਰਾਂ ਅਤੇ ਮਾਪਿਆਂ ਦੇ ਬੇਹਾਲਾਂ ਨੂੰ ਕਲਮ ਨਾਲ ਵੀ ਬਿਆਨ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ।

ਸਾਰ-ਅੰਸ਼ -

ਨਸ਼ੇਂ ਦਾ ਤਿਆਗ ਕਰਵਾਉਣ ਲਈ ਨਸ਼ਾ ਸੇਵਨ ਕਰਨ ਵਾਲੇ ਵਿਅਕਤੀ ਦੇ ਦਿਲੋ-ਦਿਮਾਗ਼ 'ਚ ਤਬਦੀਲੀ ਲਿਆਉਣੀ ਬਹੁਤ ਜ਼ਰੂਰੀ ਹੈ ਕਿਉਂਕਿ ਨਸ਼ਾ ਉਨ੍ਹਾਂ ਦੇ ਹੱਡਾਂ ਵਿੱਚ ਰਚ ਜਾਂਦਾ ਹੈ। ਕਦੇ ਵੀ ਨਸ਼ਾ ਕਰਨ ਵਾਲਾ ਵਿਅਕਤੀ ਇਹ ਨਹੀਂ ਮੰਨਦਾ ਕਿ ਉਹ ਨਸ਼ਾ ਕਰਦਾ ਹੈ। ਸੋ ਅਜਿਹੇ ਹਲਾਤਾਂ ਵਿੱਚ ਉਸ ਪ੍ਰਤੀ ਨਿਮਰਤਾ ਅਤੇ ਹਮਦਰਦੀ ਭਰਿਆ ਵਤੀਰਾ ਰੱਖਣਾ ਚਾਹੀਦਾ ਹੈ। ਪੈਸਿਆਂ ਦੀ ਬਹੁਤਾਤ ਬੱਚਿਆਂ ਨੂੰ ਅਯਾਸ਼ੀ ਵੱਲ ਪ੍ਰੇਰਦੀ ਹੈ। ਘਟੀਆ ਕਿਸਮ ਦੀਆਂ ਫ਼ਿਲਮਾਂ ਜਿਹਨਾਂ ਵਿੱਚ ਨਸ਼ਿਆਂ ਦੀ ਵਰਤੋਂ ਬਾਰੇ ਵਿਖਾਇਆ ਜਾਂਦਾ ਹੈ, ਬੰਦ ਹੋਣੀਆਂ ਚਾਹੀਦੀਆਂ ਹਨ। ਸਿਰਫ਼ ਉਸਾਰੂ ਕਿਸਮ ਦੀਆਂ ਫ਼ਿਲਮਾਂ ਵਿਖਾਈਆਂ ਜਾਣੀਆਂ ਚਾਹੀਦੀਆਂ ਹਨ। ਸਰਕਾਰ ਨੂੰ ਚਾਹੀਦਾ ਹੈ ਕਿ ਨਸ਼ਾਬੰਦੀ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਅਪਣਾਵੇ। ਨੌਜਵਾਨਾਂ ਦਾ ਨਸ਼ਿਆਂ ਪ੍ਰਤੀ ਰੁਝਾਨ ਵੱਧਣਾ ਦੇਸ਼ ਅਤੇ ਕੌਮ ਦੋਵਾਂ ਲਈ ਘਾਤਕ ਹੈ। ਇਨ੍ਹਾਂ ਤੋਂ ਬਚਣ ਲਈ ਠੋਸ ਉਪਰਾਲੇ ਕਰਨੇ ਚਾਹੀਦੇ ਹਨ ਤਾਂ ਜੋ ਸਾਡੀ ਨੌਜਵਾਨ ਪੀੜ੍ਹੀ ਇਸ ਦਲਦਲ ਵਿੱਚੋਂ ਨਿਕਲ ਕੇ ਦੇਸ਼ ਉਸਾਰੀ ਵਿੱਚ ਆਪਣਾ ਭਰਪੂਰ ਯੋਗਦਾਨ ਪਾ ਸਕੇ।

Capt Amarinder urges Union Finance Minister to immediately release Rs 2088 Cr GST compensation for Punjab to mitigate COVID-19 crisis

•Also seeks deferment of Industrial & Agri/Crop loan instalments by Commercial Banks, special insurance for police & sanitary workers

Chandigarh, March 28 - Punjab Chief Minister Captain Amarinder Singh on Saturday sought urgent intervention by the Union Finance Minister to mitigate the crisis caused by COVID-19 outbreak in the state, including immediate release of GST compensation arrears of Rs. 2088 crore, specific only to Punjab (as on 31/3/2020), as well as deferment of instalments of Industrial and Agricultural/ Crop loans by the Commercial Banks.

In a letter, that followed a telephonic conversation, the Chief Minister sought from Union Finance Minister Nirmala Sitharaman some additional urgent steps to mitigate the crisis caused by the outbreak of COVID-19 global pandemic. The Union Finance Minister had earlier called up the Chief Minister, who subsequently sent her a detailed letter listing out certain important proposals to help out the state in this critical time, according to an official spokesperson.

The Chief Minister conveyed to Sitharaman that for opening the banks, he had asked the State Finance Department to issue necessary guidelines to facilitate the common man in meeting his banking requirements.

In addition to the Punjab-specific GST compensation arrears, the Chief Minister proposed that the balance GST compensation due may be released with other States.

In his letter, Captain Amarinder further proposed that the Centre should ask the RBI to raise the ways and means advances for all States to tide over the shortfall in receipts. He also suggested that the Government of India may raise the borrowing limit of States under the FRBM Act from 3% to 4%.

In addition to deferment of instalments of Industrial loans, the Chief Minister has asked that Commercial Banks should defer loan instalments for Agriculture/Crop loans, which the Punjab Government had already done for the State Cooperative Banks. Further, in line with the initiative taken by the State Government with respect to Cooperative Banks, he has also sought waiver of three months’ interest on Agricultural/ Crop loans by Commercial Banks.

Referring to the special insurance already announced by the Union Finance Minister for Health Workers, the Chief Minister has asked for a one-time special insurance on similar lines also for sanitary workers and police personnel, as they too are frontline warriors in the fight against COVID-19. He has also sought Grant of Rs. 300 crore for health infrastructure and personnel for fighting COVID-19.

Under MGNREGS, Captain Amarinder has proposed payment of 15 days Unemployment Allowance per month for three months to mitigate rural distress on account of lockdown on 90:10 sharing pattern. In addition, he has suggested allowing 10-day wages under MGNREGS to small and marginal farmers to defray labour costs.

Given the delay in harvesting of Wheat already announced by the state government, the Chief Minister has asked for bonus to farmers for delayed procurement of wheat to incentivise social distancing and prevent over-crowding in Mandis.

Line Ministries may be asked to take a pragmatic view of expenditures incurred by States under various Centrally-Sponsored Schemes (CSS), and also to avoid imposing any cuts in the next year’s allocations due to the situation of force majeure declared by Government of India, suggested Captain Amarinder.

In another key suggestion, the Chief Minister has proposed doubling of the component of 25% funds under Centrally-Sponsored Schemes that can be used as flexi funds for State specific needs, including for mitigation/restoration activities in case of natural calamities as per Ministry of Finance O.M. of 6th September 2016. The component of 25% flexi funds may be raised to 50% and also be fully funded (100%) by Government of India as a one-time measure in 2020-21, he proposed.

The Chief Minister requested the Union Finance Minister to consider these proposals favourably in overall national interest to help mitigate the crisis caused by the unforeseen and exceptional situation.

लोग कोरोना, लॉक डाउन और सरकारी आदेश को गंभीरता से नहीं ले रहे

दिल्ली : यह फोटो आनंद विहार का है, और इस तरह के दृश्य दिल्ली के सभी बार्डर में देखे जा सकते हैं, लोग गॉवों जाने की कोई भी कीमत चुकाने को तैयार हैं। ऐसा भी नही है कि इन्हें कोरोना का डर नही है, पर उससे बड़ा डर इस अंजान शहर का है, जहां पड़ोसी पड़ोसी को जनता तक नही है। कम से कम गॉवों में किसी को परेशानी होने पर पूरा गांव इकट्ठा हो जाता है। बस इसी लिए सब वापस गॉव जा रहे है। हालांकि लॉक डाउन ही इस बीमारी से बचने का रास्ता है। पर सरकार की एजेंसी इस तरह का इनपुट नही जुटा पाई, चिंता की बात है।

यह सब दिल्ली सिर्फ कमाने आते हैं, ज्यादातर काम बंद होने की वजह से वापस अपने घर गांव वालों के बीच जाना चाहते हैं.. ऐसा नहीं है कि यहां रोटी का इंतजाम नहीं होगा. बिना काम यहां पड़े रहने से बेहतर अपने परिवार के बीच समय बिताना चाहते हैं। यह लाखों लोग करोना, लॉक डाउन और सरकारी आदेश को गंभीरता से नहीं ले रहे, और इसमें आश्चर्य इसलिए नहीं हो रहा है, क्योंकि खुद सरकारें अपने आदेश के पालन करने को लेकर गंभीर नहीं।

चंडीगढ़: एंटी टेरोरिस्ट फ्रंट इंडिया के राष्ट्रीय अध्यक्ष एवं श्री हिन्दू तख़्त के राष्ट्रीय प्रचारक वीरेश शांडिल्य ने कोरोना महामारी को देखते हुए प्रधानमंत्री नरेंद्र मोदी,सूचना प्रसारण मंत्री प्रकाश जावड़ेकर व वित्त मंत्री निर्मला सीतारमन व वित्त राज्य मंत्री अनुराग ठाकुर को ईमेल द्वारा पत्र भेजकर पत्रकारों के लिए भी 50 लाख रुपये की बीमा की मांग की है। उन्होंने कहा इस फैंसले से पत्रकारों को निश्चित तौर पर मजबूती व हौंसला मिलेगा ।

वीरेश शांडिल्य ने मोदी से कहा है कि कोरोना की खबर देने के लिए देश के पत्रकार फील्ड से रिपोर्ट भेज रहे है और लोगों से मिलकर जानकारी ग्रहण कर रहे है। इसलिए वह खतरे का सामना कर रहे हैं। उन्होंने कहा जिस तरह वित्तमंत्री निर्मला सीतारमण ने डॉक्टरों, स्वास्थ्य कर्मचारियों आदि के लिए 50 लाख बीमे की घोषणा की उसी तरह यह सुविधा पत्रकारों को भी मिलना चाहिए। उन्होंने डॉक्टरों के बीमे हेतु केंद्र सरकार का धन्यवाद भी किया ।

वीरेश शांडिल्य ने प्रधानमंत्री नरेंद्र मोदी से आग्रह किया कि कोरोना वायरस के खतरे के तहत अस्पतालों में जुटे डॉक्टर्स, नर्स और अन्य मेडिकल सेवा के लिए जिस तरह पचास लाख के इंश्योरेंस की घोषणा की गई है वैसे ही पत्रकारों के लिए भी इंश्योरेंस की घोषणा की जानी चाहिए। प्रधानमंत्री को लिखे पत्र में शांडिल्य ने अनुरोध किया है कि मेडिकल सेवा के साथ उस लिस्ट में पत्रकारों को भी जोडा जाए। प्रधानमंत्री को याद दिलाया गया कि मीडिया के कामकाज को जरूरी सेवाओं में शामिल कर उनके कामकाज का उन्होंने खुद अभिवादन किया है। शांडिल्य ने कहा कि पत्रकारों के लिए भी इंश्योरेंस सेवा लागू होने से ग्राउंड ज़ीरो से पल-पल की खबरें देश को पहुंचा रहे, राष्ट्र सेवा में जुटे पत्रकारों और उनके परिजनों को लगेगा कि केंद्र सरकार को उनकी भी उतनी ही चिंता है । शांडिल्य कहा उन्हें उम्मीद है कि पत्र के बाद तुरंत सरकार इस बारे फैंसला लेगी व पत्रकारों के लिए बीमा की घोषणा करेगी l

CHANDIGARH, MARCH 28: A day after he authorized Sarpanches to use Panchayat Funds to help out people in villages, Punjab Chief Minister Captain Amarinder Singh on Saturday empowered the Urban Local Bodies (ULBs) in the state to buy medicines and food for urban daily wagers, labourers and poor, as well as fodder for Gaushalas, out of the Municipal Funds at their disposal.

Disclosing this, a spokesperson of the Chief Minister’s Office said that detailed instructions have been issued in this regard by the Local Government Department to enable all the Municipal Corporations, Committees and Councils/Nagar Panchayats to bear the necessary expenditure on this count to mitigate the hardships faced by the urban poor amid the curfew imposed in the state in the light of the COVID-19 crisis.

Declaring these expenses as fit charge in view of the prevailing crisis, Captain Amarinder Singh has directed the Local Government Department to utilise the municipal funds under the relevant provisions of the Punjab Municipal Corporation Act 1976 and of Punjab Municipal Act 1911.

Given the large populations in these cities, the Municipal Corporations of Ludhiana, Jalandhar and Amritsar have been empowered with daily expenditure of Rs one lakh, subject to maximum limit of Rs 20 lakh for the entire period of lockdown/curfew. The other Municipal Corporations would be entitled to spend up to Rs 50,000 daily, subject to maximum Rs 10 lakh during the lockdown/curfew period.

Likewise, the Nagar Councils ( A- Class Municipal Committees) have been empowered to incur expenditure of Rs 25,000 daily, with maximum limit of expenditure up to Rs 5 lakh during the period of lockdown and curfew. The Nagar Councils (Class B & C)/Nagar Panchayats would be eligible to bear expenditure of Rs 15000 daily on this count, subject to maximum amount of Rs 2.5 lakh during the entire lockdown and curfew period.

On Friday, the Chief Minister had authorized Sarpanches to use Panchayat funds to provide emergency relief to the poor and needy.

The Sarpanches have been authorised to spend Rs. 5,000 per day, subject to a maximum of Rs. 50,000, out of their Panchayat Funds, and have also been given powers to issue passes/letters for medical emergencies in their respective villages from 7 pm to 6 am every day, to allow people to visit doctors or hospitals for treatment and medicines.
