Результати роботи Офісу за січень-лютий 2024 року

За результатами проведених протягом січня-лютого 2024 року 6 ревізій, фахівцями Північно-східного офісу Держаудитслужби встановлено фінансових порушень на загальну суму понад 50 млн грн, з них порушення, що призвели до втрат фінансових та матеріальних ресурсів – 26 млн гривень.

Зусиллями аудиторів, забезпечено відшкодування втрат фінансових і матеріальних ресурсів на загальну суму 6,7 млн гривень.

Крім того, під час здійснення контролю у сфері публічних закупівель проведено 163 моніторингів процедур публічних закупівель та здійснено 1 перевірку закупівель. Встановлені порушення законодавства по закупівлях на суму понад 937 млн грн та аудиторами попереджені витрати 42 млн грн бюджетних коштів.

За недотримання норм фінансового законодавства притягнуто до відповідальності 39 посадових осіб. Держаудиторами до адміністративної відповідальності притягнуто 26 посадовця, окрім того, ще 13 осіб притягнуто до дисциплінарної відповідальності за поданням держаудиторів.

За допущені порушення бюджетного законодавства, аудитори до об’єктів контролю застосували 5 фінансових санкцій.

Окремо необхідно виділити напрямок взаємодії з правоохоронними органами. Держаудиторами передано матеріали 5 ревізій та 1 перевірки закупівель. У результаті розгляду зазначених матеріалів заходів державного фінансового контролю, правоохоронними органами розпочато одне досудове розслідувань та матеріали 2 контрольних заходів долучено до вже відкритих кримінальних проваджень.

Фінансові порушення на 7 млн гривень виявлено у Офісі водних ресурсів на Харківщині

Нестачу обладнання на 2 млн грн, порушення при нарахуванні заробітної плати на загальну суму майже 3 млн грн, виявили фахівці Північно-східного офісу Держаудитслужби під час ревізії Регіонального офісу водних ресурсів у Харківській області.

У результаті дослідження окремих питань діяльності Регіонального офісу водних ресурсів у Харківській області за 2019-2023 роки, держаудитори виявили фактичну відсутність насосного обладнання на загальну(залишкову) вартістю 2,2 млн гривень, яке за поясненням посадовців, було передано на ремонт.

Проте держаудиторами, насосне обладнання на ремонтному підприємстві не виявлено та місцезнаходження його не встановлено.

Під час дослідження законності нарахування та виплати заробітної плати працівникам Офісу, виявлено факти затвердження штатних розписів з кількістю працівників, які перевищують норми визначені Державним агентством водних ресурсів України. Зазначене призвело до додаткових витрат державного бюджету у розмірі 2,6 млн гривень на заробітну плату цим працівникам.

Крім того держаудиторами виявлені інші порушення законодавства, що не призвели до збитків на загальну суму майже 4 млн гривень.

За допущені порушення у веденні бухгалтерського обліку 2 посадових осіб притягнуто до адміністративної відповідальності.

Матеріали проведеної Північно-східним офісом Держаудитслужби ревізії передані до органів поліції, для притягнення винних осіб до кримінальної відповідальності.
